Who Holds the Valve?

The Yampa River dropped below 120 cubic feet per second on April 21. That number triggers the city's first-ever codified water restriction ordinance — set for introduction April 28, 2026.

Ticon Recon identified seven undisclosed water right transfers tied to parcels adjacent to the closing Craig Station coal plant. The buyers: LLCs registered to a post office box in Ogden, Utah — same city as the parent company of the Craig Daily Press.

"The water isn't leaving Moffat County.

The augmentation plan transferred water rights from Tri-State to a newly formed trust. The beneficiary list remains sealed — accessible only to signatories of what insiders call "The Headwaters Contract." Next meeting: May 15, Elks Lodge, Steamboat Springs.
